Ing. Kow Eduakwa Sam is a seasoned Electrical Engineer and strategic leader with over twenty-five (25) years of professional experience spanning Project Development, Contract Management, Protection and Control Engineering, Control and Instrumentation Engineering, and Technical and Energy Auditing.
He holds a Master of Business Administration (MBA) in Management Information Systems from the University of Ghana (2004) and a Bachelor of Science in Electrical and Electronic Engineering from the Kwame Nkrumah University of Science and Technology (1998). He has further strengthened his technical and managerial expertise through postgraduate certifications in Project/Investment Appraisal and Risk Management from Duke University (2012) and Power System Analysis from the University of Pennsylvania (2011). He is also a member of the Ghana Institution of Engineers.
Prior to his current role, he served as Head of Project Development at the Engineering Services Department of the Volta River Authority (VRA), where he led multidisciplinary engineering teams in identifying, structuring, and developing bankable conventional and renewable energy projects. Under his leadership, several key projects were developed to enhance Ghana’s power generation capacity, including Lawra Solar PV Project, Kaleo Solar PV Project and Floating Solar PV Project, among others.
He also spearheaded the development of VRA’s Project Life Cycle (PLC) Framework and standardized project templates, providing institutional guidance for project development and implementation. His responsibilities further included reviewing and auditing projects to ensure compliance with the PLC and procurement procedures. Ing. Sam possesses strong strategic leadership and governance experience and continues to contribute to engineering excellence and public sector infrastructure development.

Mrs. Fayah began her career in administration after earning a degree in Chemistry and a diploma in Education. As Administrative Manager at Electronic Supplies & Engineering Services Ltd (ES&ESL) in 1999, she played a key role in preventing a crisis caused by the unanticipated devaluation of the Ghanaian Cedi. She also managed Client Service and liaised with the company’s major supplier, Maplin UK, on price fluctuation issues.
In 2001, she saw the need to pursue further education in Business Administration due to her career path. In 2004, after obtaining an MBA (Finance) at the University of Ghana, Jemima worked for three years as a Research Assistant on an HIV Clinical Research Project (FHI) and was responsible for the welfare/safety and counselling of participants/volunteers on the research program. In 2007, she Joined the inaugural team at the Microfinance and Small Loans Center, MASLOC as Executive Assistant to the Director, Finance and later became the Acting Head, Administration until her resignation in 2010.
Jemima Fayah joined Bui Power Authority in 2010 as Executive Assistant to the Chief Executive Officer, and later joined the Finance Department (Treasury Unit) in 2011. Due to her commitment to tasks and her drive to achieve results, she was assigned in 2018 to establish an Internal Audit Unit within the Authority, in accordance with the Public Financial Management Act and other statutory requirements. She successfully led the Internal Audit team for sixteen (16) months to ensure its full establishment. Her hard work and dedication led to her promotion to Finance Director and, currently, Deputy Chief Executive Officer, Finance and Services.
In this prestigious role, she oversees all financial aspects of the Authority, ensuring fiscal responsibility and strategic financial planning that drive the organization’s success. Jemima Fayah is a Chartered Management Accountant, holds an MBA degree in Finance plus a BSc degree in Chemistry, and a certified Internal Auditor with over twenty (20) years’ experience in Research, Administration, Microfinance, Internal Audit and Financial control. Jemima Fayah is a member, Chartered Institute of Management Accountants (CIMA) and Institute of Internal Auditors (IIA).

Samuel Nimako Boateng is a seasoned engineering professional with a proven track record of excellence in power generation and operations. As the Acting Deputy Chief Executive Officer, Engineering, Operations and Technical (EOT) at Bui Power Authority, he oversees the technical and operational aspects of the organization. He holds a BSc in mechanical engineering from the Kwame Nkrumah University of Science and Technology, Ghana. Samuel’s career spans over a decade, with the majority of his professional experience gained at Bui Power Authority.
He joined the organization in 2009 as an Assistant Mechanical Engineer and has since held various leadership positions, including: Electrical Maintenance Manager, Mechanical Maintenance Manager, Deputy Director/Plant Manager and Director of Power Operations Department. He was one of the lead Engineers who supervised the installation and commissioning of electro-mechanical equipment for the 400MW Bui hydroelectric power project. After the project phase, he continued to work in the Power Operations Department (POD) as an Electrical Maintenance Manager and was later tasked with the additional responsibility of managing the Mechanical Maintenance section.
As Deputy Director/Plant Manager of the Power Operations Department, he successfully led various initiatives that drove substantial enhancements in the Hydropower plant’s operational performance and key performance indicators. Samuel demonstrates exceptional diligence in data collection and maintenance organization. His instrumental role in the Power Operations Department’s (POD) consistent excellence across all key performance indicators is a testament to his strategic approach. By initiating and facilitating targeted logistics acquisitions, including employee training programs and equipment spares provision, he has ensured seamless operations.
He played a key role in the successful planning and execution of several high-profile projects, including: Major Overhaul (Level-A Maintenance) of three 133.33MW Generating Units and the 4MW Mini Unit at the Bui Generating Plant; Commissioning of the 250MVA Switchyard Expansion to accommodate Solar Generation; Commissioning of 50MWp Solar Power Plant at the Bui Generating Station (BGS); Operations and Maintenance of the 145kW Tsatsadu Micro-hydro Power Plant and Installation, Operation, and Maintenance of the BGS Permanent Water System. These landmark achievements underscore Samuel’s technical expertise and leadership prowess. Until his appointment as Acting Deputy Chief Executive Officer (EOT), Ing. Boateng was the Director of the Power Operations Department. .

Mr. Pascal Kanbonnabah has previously worked for Ashanti Goldfields Company as the Staff Manager and later as the Human Resources Manager for AngloGold Ashanti Limited Iduapriem Mine (formerly Ashanti Goldfields Company Limited) in Tarkwa (2003 – 2007). He later became the Head of Human Resources for the company in Ghana (2007) and later the Divisional Labour Relations Manager for West Africa (2007 – 2009). Later in 2009, he was appointed to the position of Vice President of Human Resources, overseeing the Human Resources and Administration functions at the Obuasi Mine, Tarkwa Mine, and the Accra Office.
Pascal left AngloGold Ashanti in December 2011 to go into consulting. He consulted for one year for Newmont Mining Corporation (Africa Region from February 2012 to January 2013). At the end of the consulting contract, he assumed the role of Regional Human Resources Manager (Africa Region) responsible for Human Resources and Labour Relations for Newmont Mining Corporation (Africa Region). About a year later, he was appointed as the Regional Vice President for Human Resources, Africa Region; a position he held until September 2016.
He is a trained Advisor in Requisite Organization and specializes in Organizational Development & Effectiveness, Systems Leadership, Human Resources and Labour Relations, among others.
Pascal has consulted in Human Resources and Labour Relations on retainer basis for Atlas Copco (2017-2018) and for Bui Power Authority as the Human Resources Advisor to the Chief Executive Officer (2018-2019). He was subsequently engaged in 2019, and has since served in a number of roles in the Authority: Deputy Director, Administration; Director, Administration; and the pioneering Director–Commercial Services; among others. In August 2025, he assumed the role of Director, Human Resources.
He holds a Master’s Degree in Human Resources from GIMPA, and an ELP (Executive Leadership Programme) from University of Cape Town, South Africa. He also hold a Master’s Degree in Theology and Mission from the Akrofi-Christaller Institute, Akropong. He is certified as a Senior Professional in Human Resources (SPHR) by the Human Resources Certification Institute, and a Senior Certified Professional (SHRM-SCP) by the Society for Human Resources Management, all of the USA. He is a member of the Chartered Institute of Human Resources Management (CIHRM), Ghana and the Society for Human Resources Management, USA. He has presented at conferences, including the Global Conference of the Society for Human Resource Management held in Las Vegas in 2011, USA.

Mr. Eric Sam is an experienced Chartered Accountant with a degree in Accounting as well as an MBA in Finance. He currently serves as the Director of Finance at Bui Power Authority, where he is responsible for overseeing all financial activities, including revenue reporting, staff training, budgeting, fund disbursement, risk management, policy implementation, and financial process improvement.
Eric has demonstrated expertise in strategic planning, team building, decision-making, and problem-solving. His career began at the Energy Commission of Ghana as an Accounts Officer, where he managed Energy Fund accounts and cash management. He joined Bui Power Authority as an Accounts Officer and progressed through various roles, including Financial Accounting Assistant Manager, Finance Manager, Senior Finance Manager, Deputy Director of Finance, before assuming his current role as the Director of Finance.
During his tenure at Bui Power Authority, Eric played a pivotal role in developing internal controls and creating the organization’s first Accounting and Procedural Manual. He was also instrumental in implementing the initial financial systems for the Bui Development Secretariat and led the deployment of Microsoft Dynamics Systems 2012, with ongoing efforts to upgrade to Dynamics 365.
Eric Sam has over 19 years of extensive experience across accounting, administration, auditing, payroll management, and financial control. Throughout his career, he has consistently demonstrated a keen understanding of financial systems and a strong commitment to precision and integrity. He is a member of the Association of Chartered Certified Accountants (ACCA).

Ing. Peter Acheampong is an accomplished engineer with a BSc. in Civil Engineering and an MSc. in Renewable Energy from Kwame Nkrumah University of Science and Technology. A member of the Ghana Institution of Engineering and the Ghana National Electrotechnical Committee, he also holds specialized certificates in energy storage, efficiency, and hydrogen integration from the Renewable Energy Academy of Germany.
With over 18 years in the energy sector, his career began in 2006 with the Community Sanitation Agency. He later oversaw significant Civil Works projects, including the Brekum-Sampa Road and the Sansu Laterite Dam Raise at Anglo Gold Ashanti. Joining Bui Power Authority in July 2008, he played a crucial role in the construction of the Bui Hydroelectric Dam.
From 2013 to 2016, he focused on civil work studies for RCC and embankment dams, contributing significantly to the field’s knowledge base. Notably, he was part of the technical team for Ghana’s Integrated Resource and Resilience Planning under the Power Africa Compact, an initiative to increase access to electricity in sub-Saharan Africa.
Peter’s leadership skills and technical prowess led him to establish and manage Bui Power Authority’s Renewable Energy Unit in 2017. Under his guidance, significant solar projects were completed, including a 100MWp Solar PV project with Meinergy Technology Ltd. as well as the ground-breaking 5MWp Floating Solar plant. He also oversaw ongoing projects, ensuring their successful execution and expansion.
He rose to become the Deputy Director of the Renewable Energy Department, where he oversaw project implementations and strategy. Following his outstanding performance in this position, he was appointed as Director, Renewable Energy Department, in April 2024. In this capacity, he is tasked with developing and executing policies to promote Renewable Energy adoption and sustainability.

Mr. Maxmillian Acquah’s professional journey spans over two decades, showcasing a rich tapestry of experience and achievement. Starting as an Assistant Quantity Surveyor at Bui Power Authority in 2009, Max steadily rose through diverse roles within the organization, leaving an indelible mark across four departments: Engineering Services, Finance, Estate, and Planning Monitoring & Evaluation.
His role during the implementation and commissioning of the Bui Hydroelectric Project highlighted his prowess in contract administration, adeptness in tariff negotiations, and strategic leadership. Max not only ensured the project’s success but also spearheaded major milestones projects like the BPA Heights I & II, demonstrating his versatility, result-orientation, and unwavering integrity.
Max’s leadership style is characterized by inspiration, motivation, and empathy, qualities that have not only fostered a conducive work environment but also propelled his teams towards exceptional performances. His alma mater, Mfantsipim School laid the foundation for his academic excellence, complemented by his Commonwealth Executive Master of Business Administration degree and Bachelor of Science degree in Building Technology from the Kwame Nkrumah University of Science and Technology. With over 16 years of experience, Mr. Chrisentus Bangkewa Kuunifaa has significantly contributed to Health, Safety, Security, and Environmental (HSSE) initiatives at Bui Power Authority (BPA) through various key positions. Mr. Kuunifaa’s impressive career in Ghana’s power sector began in 2007 as a National Service Person at the Volta River Authority (VRA). He joined BPA as an Environmentalist in May 2009, overseeing environmental, public health, and social impact mitigation during the Bui Hydroelectric Project and its associated transmission lines. He has since coordinated the registration and preparation of numerous Environmental Impact Assessments (EIAs), Preliminary Environmental Reports (PERs), and Environmental Management Plans (EMPs) for various projects. Notably, he played a key role in developing the HSSE Manual for Ghana’s energy sector in 2019.
Over the years, Mr. Kuunifaa’s roles at BPA have evolved: he became Manager of Natural Resources in 2014, Manager of HSE in 2018, Senior Manager of HSE in 2019, and Deputy Director of OHSE in 2021. His dedication led to the deployment of a National Security Detachment at the Bui Generating Station (BGS) in 2014, where he also served as a liaison. He has been instrumental in acquiring statutory permits and certificates and has significantly contributed to climate change mitigation and reforestation efforts. During the COVID-19 pandemic, he championed proactive measures and strategies that resulted in low local transmission of the virus within BPA.
Mr. Kuunifaa also worked closely with the CEO to provide 24-hour primary health care, establish a fire station, and deploy Ghana National Fire Service personnel at the BGS to protect lives and property. He is a PhD candidate in Sustainable Energy Management at the University of Energy and Natural Resources (UENR) in Sunyani. He holds an MSc in Environmental Science from Kwame Nkrumah University of Science and Technology (KNUST) in Kumasi, a Post Graduate Diploma in Environmental Management from GIMI in Israel, and a BSc in Agriculture Technology/Renewable Natural Resources from the University for Development Studies (UDS) in Tamale. His secondary education was completed at Notre Dame Seminary Secondary School in Navrongo.
Mr. Kuunifaa has continuously enhanced his expertise through various local and foreign training courses, workshops, and conferences related to health, safety, and environmental aspects. He is a member of the Ghana Institute of Safety and Environmental Professionals and the International Association for Impact Assessment – Ghana. His meticulous approach, versatility, and commitment to HSSE issues make him a valuable asset in Ghana’s power sector. His outstanding performance has earned him two prestigious awards at the Health, Environment, Safety and Security (HESS) Awards: HESS Manager of the Year 2021 and HESS Personality of the Year 2023 in Ghana.

Mr. M. Wumbilla Salifu joined the Authority in 2008 as an Environmental/Community Relations Officer with the responsibility to undertake the resettlement of persons affected by the Bui Hydroelectric Project (BHP). He was the lead person for the development of Environmental and Social Studies with respect to the BHP such as the ESMP, ESIA, Salvage Archaeology, Health Impact Assessment Study, and the acquisition of environmental permits, among others.
In 2013, he was promoted to the position of Manager, External and Community Relations and later the position of Manager, Resources and Environment Department. In recognition of his outstanding achievement, high level of professionalism and outstanding contribution to the achievement of the Authority’s business goals, Mr. Salifu in 2016 received an award for professional achievement from the Management of BPA.
In June 2020, he was appointed as the Director of the General Services Department. As a Director of General Services Department, he is responsible for the management and administration of about 1,843sqkm land span acquired for the Bui HP, administration of health, safety and environment issues, management of the estates and establishment of a cordial relationship with the Project Affected Persons (PAPs). In 2022 he was appointed director of Estates.
Mr. Salifu’s leadership has seen the development of Business Modules and establishment of about 490-PAPs within requirements of the modules to operate as independent business entities, navigated through the uncharted arena of COVID-19 management successfully, ensured an improved scenery of the BGS and enhanced the cooperation of the custodians to the Bui HP Acquired Lands in its management.
Mr. Salifu attended Mfantsipim School. He holds a BSc in Renewable Natural Resources Management from Kwame Nkrumah University of Science and Technology (KNUST) and a degree in Law (LLB) from Mountcrest University College. He also holds a Master’s degree in Business Administration from Wuhan University of Technology, China.
